Sometimes they want you to do a follow up call. Maybe you don't stand out enough, revise your resume/application. You should always give your it to a person and tell them your name and make an impression. Always be well dressed and groomed when they see you. Talk loud, be assertive, and make eye contact, make them feel like you are doing them a favor.

Because they didn't need to fill a position right then, or they gave it to someone else. You'll only hear back if they want to hire you. Most places will take applications, even if they're not currently hiring.
