If you go to a university and major in computer science, you will get programming and software development as part of your overall studies. They won't let you graduate without it. The big thing to check when you pick the school is that they have a relevant set of coursework for the field. Many schools are hopelessly behind the times. So you will want to do some checking before settling on a program. If you just want the software portion, there are some on line programs, but they are generally not as rigorous or prestigious as a top line university.
