Newspaper delivery, certain small (mom & pop) restaurants or convenience stores. Most large chains have a set policy and hire only 16+, but look around at local places that are small and privately owned and see if they are hiring for grocery stockers, bus boys, etc.

Where do you live? I Live in Atlanta, and ChickFilA is a fast-food restaurant that starts hiring at 14. There are ChickFilA as far North as Ohio, I believe. You should apply there, if you have one near you. A guy I graduated high school with started working there when we were 14 and now he owns his own! It's an excellent place to work!

Try going door to door and getting a job mowing lawns, charge extra for edging, trimming and additional services. Why work at 14? Enjoy being a kid, once you get addictied to money and debt like the rest of us you find how imprisoned you will be to your next paycheck. Good luck.
