A #10 envelope is the size that a sheet of standard sized paper (8.5" x 11") tri-folded will fit in.

SAS is "self addressed stamped" and legal sized is the longer envelopes. The box of the longer envelopes that I have has 4 1/8 inches by 9 1/2 inches printed on it for size

It is a Stamped, self-addressed (to yourself) envelope that will hold a legal document--the long ones, not the short ones, so that the page does not have to be folded long ways, just in thirds from top to bottom.
