As you know the postal service can be a pill to work for. If you can find a vacancy in the location you wish to move the transfer is easy if you don't have a supervisor fighting it. You can also do a switch with someone at the location you wish to move to if they are wanting to come to your location. If your not a regular best to just leave and reapply at the new location. Ask a union rep. In fact ask 2-3 to make sure they are being truthful. I did that and their information was a bunch of hogwash. But once in a while you can get a union rep who actually likes helping fellow employees. Better yet best to apply for a different government job. They treat their workers a lot better than the post office.

http://www.usps.com/employment/uspsemployees.htm This is at usps.com I know that the APWU has its section on Mutual Swaps. You can also look at the possibility of a transfer at liteblue.usps.gov or the intranet blue pages. Also consider contacting the HR Shared Services to discuss your options with some HR people.
