Who reports to who in this manufacturing department?

I have to make an organizational chart but I don't know who reports to who and hope if you guys can help me.
Plant manager, 5 forepersons, secretary, equipment supervisor, engineer, 3 materials distributors, production supervisor, 5 equipment mechanics, 3 utility service persons, 100 production workers
Please help me put this in order.

if there is only one secretary usually works for the top person.
The engineer placement depends on the job description.
I have some doubts where engineer falls in the org chart, depends on type of work I assumes engineer was technical support and so might work for the top person Usually supports staff members are not shown as being at the same level and in the same tree as these that are managers or supervisors, but put off to the side of the person they work for
Also when there is only one person who is below another, usually one or the other is not needed, so rarey do you have just one person supervisoring one other person.
