How to get REQUISITIONERS to comply with purchasing processes?

I work in the purchasing department. We are working to keep our past due POs & invoice discrepancies down to a minimum, and I'm working on some strategies to keep them down. I think a big part of this is getting requisitioners to comply with the processes in the first place. I'm open to any and all suggestions. Thanks

Okay, I am not promising anything genius, but how about you send out a memo that says something like,"All reqs filled out correctly today only will have the signers name entered into a contest for a free_____(whatever the big boss will spring for). Do this randomly, two days in a row, then nothing for two weeks, then the third day after that, etc etc, science has proven lab rats perform the best when randomly rewarded. It worked in my other job, one dept was forever sending out surveys no one would do until they started offering prizes randomly then everyone filled out the darn thing completely. And it was a cheap llittle gift too!!
